The National Council on Disability (NCD) released its Annual Report addressing the links of poverty, disability, and unemployment at its quarterly meeting. The report examines seven elements that shape economic independence for people with disabilities: employment, education, financial assistance and incentives, healthcare, long-term services and supports, transportation, and housing. NCD is an independent federal agency that advises the President, Congress, and federal agencies on policies, programs, practices, and procedures that affect people with disabilities.
